Hi Sil,
The figures include ONLY thhose who earned the Compostela.  I might have messed up. Those who receive the certificate are many more than those who do get the Compostela.

It seems that the overall figures do include those who did not receive the
compostela. Those who walked for a religious reason numberd (49 726)
religious-cultural (41 793) and purely cultural (8 858) = 100 377 pilgrims.

So perhaps the figures do represent all pilgrims who presented themselves at
the pilgrim's office? 91 514 would have earned the Compostela and the 8 858
would have been given the other certificate.
