Hi Wendy, 
You can get the "Credencial de Peregrino" (Pilgrim's credencial) right there in Roncesvalles at the Colegiata (Parish) before going on to the Refugio.  This is what most pilgrims starting out in Roncesvalles do. There are several volunteers in attendance to assist pilgrims there at all times; they speak a variety of languages, so the process is very simple. 
The hall where the credentials are given, and where volunteers orient pilgrims, is in front of the entrance to the church, on the right, in sort of an archway of the massive stone compound. The buses who bring the pilgrims from Pamplona stop right in front of it.  Such buses leave Pamplona at 6:00 p.m. in order to arrive at Roncesvalles at 6:30 or so to give pilgrims ample time to obtain their credentials, and secure beds, before going on to the (lovely) Pilgrims' Mass at 8:00 p.m. for the pilgrims' benediction.
The great thing about the Camino is that it is  really a deeply human community: you are never alone; someone will always come to your help.
