The bus terminal in Bilbao is called Termibus, and used to have a Web site, 
but there is just a place holder there now. You can try calling at +34 944 
395 077 for info.

I cannot find a direct route on any bus line to Pamplona:
Bilman Bus does not http://www.bilmanbus.es.
Continental-Auto does not http://www.continental-auto.es.
Alsa Grupo does not http://www.alsa.es.
Grupo Auto-Res does not http://www.auto-res.net.
Grupo Sepulvedana does not http://www.lasepulvedana.es.

It was recommended to do the following:
Bilbao, Spain to Hendaya, France.
Hendaya, France to Pamplona, Spain.
The bus line is Alsa Grupo http://www.alsa.es.
