What Makes it a Holy Year?

I believe a Holy Year is one in which July 25 falls on a Sunday as in 2004.  July 25 is the Saints Day for ST. James.  

Pilgrims who complete the walk the last 100 kilometers into Santiago de Compostela, or ride a horse that distance, or ride a bicycle 200 km, receive a Compostelana which guarantees no time in purgatory.  In other than holy years, completing those distances earns the pilgrim a certificate guaranteeing half off their time in purgatory.  .

    The so called Jacobean Holy Year is a misnomer and quite limited it its scope 
    although recognized under canon law if declared in the appropriate fashion.
