Camino in July - Is it too crowded?

I've heard that July is the most crowded and hottest month to do the
pilgrimage but I'm having difficulty figuring out just how crowded. For
example, will I frequently be unable to find room in a refugio? What does
one do when the refugios are full? Pitch a tent? When I arrive Santiago
will it be insanely crowded, especially towards the end of July? Are two
days enough time to spend in Santiago?
