Hi Paul,
What you write is precisely to the point.  It was explained to me that
"pietates causa
devote" means, more or less, 'for a devoted reason of piety', that is, for a
religious motive. It follows, then, that the Compostela does not apply to
those who made the pilgrimage for other reasons.
When one visits Jerusalem it is possible to obtain a certificate of visit
from the City's tourism office, but if one visits the Church of the Holy
Sepulcher and attends Mass one may ask for, and receive, a document, in
Latin, attesting to the visit to the church and receipt of the Eucharist.
