Yes, it is possible.  You have to go to an office that's just up the street
from the refuge.  The people are very nice and when i was there many
languages were represented.  Just ask anyone and they'll tell you how to get
there.  Just remember, to find this street where the refuge and pilgrim's
office is, you have to go UP the hill.  I was very confused and it took me
awhile to find it.  But don't worry I got off the train at the other end of
town in SJPP and I had no idea where to go or what to do.  If I figured it
out then you can too.
