You should be able to get your "credenciale" at the Swiss built albergue in
Ponferrada there is also an information office round by the main square
opposite the church up in the old town, try there too - generally a good
source of information IF it's open :-).

The albergue has a lovely church alongside with a painted ceiling
portraying the Camino, the priest talks you through it if you go to the
pilgrim service (there are sheets written in English if you don't
understand)

¡ultreia e suseia! means "Onwards and upwards" and is just an exhortation
to fellow perigrinos, you can use buen Camino as well.

Don't forget what I posted earlier - if you are starting that far west it
looks like you'll have to get TWO stamps per day on your credenciale in the
Galicia area (to discourage "pilgrims" who have bus/car support)
