I found that the easiest way was to have a phone card.

If you are based in the USA an ATT calling card ( mine was TrueChoice)
will do
the trick.and they are charged at US rates to your home phone.
When I lived in Paris I bought european phone cards at various places
and they
work equally well.
A word of caution on US based cards.  They are not accepted at ALL phone
points,  just most of them
