Hi mary,
You made two points, yes there is this tidal wave getting ashore the 25 th of July in Santiago. To my knowledge many Spaniards take their holidays in August. So to walk end August and September would be a good choice. The other one is the infra structure of the Camino which is in a certain sense collapsing while the facilities do not make up for all the pilgrims anymore. This will be getting worse each year so many pilgrims are finding other route to Santiago ( the northern, the Palpate or through Portugal), so if you like to do it it's the right time now ( in my opinion).
