In his book "Iberia"  James A. Michener says:" We can speak with accuracy of
this vast movement of people - the incredible number  of more than half a
million moved along the road each year- because in 1130 what is generally
held to be the world's first travel guide was written, describing the
glories and hardships of this route. It was written at the request of the
Church .............. by a French priest, Aymery de Picaud..:"
I tend to agree with your  opinion that tits very unlikely that half a
million people per year would do the way when the population of Europe was
80 million total.
Maybe the key is "It was written at the request of the Church .." that
wanted to make it bigger than life ??

ps we discussed briefly the "million pilgrims a year" claim a few
weeks ago here, and i think the consensus was that it must have been
hugely exaggerated, at a time when the total pre-plague population of
western europe was around 80 million.
