Credencials available from other than Roncesvalles?

Hi-

I am on my way to Madrid today (in Amsterdam right
now) and was planning to start from Burgos as I have 3
weeks total. I was assuming that I would be able to
pick up the passport/credencial there but now I am not
so sure (I got the Confraternaty guide the day before
departure).

Will I have to go to Roncesvalles or Santander? Does
anyone know?
