I've attached the draft after the first round of editing. This is in the process of becoming an N-document, but I wanted to offer you a chance to get a head start. Some people prefer to review during business hours, and others prefer to review during weekends and holidays.<br class=""><br class=""> The scope of this second round review is:<br class=""><br class="">1. Have the first round comments been addressed in some way (maybe different from what was suggested, but has the problem been resolved)?<br class=""><br class="">2. Now that these edits have been applied, does the surrounding context still make sense? In other words, are we still faithful to the papers that were recently voted in?<br class=""><br class=""> This is not a time to look for text that was not recently changed; that should have been done long ago. We are behind schedule and in danger of pushing into 2024, so we need to maintain our focus.<br class=""><br class=""> This review will conclude on Monday, September 12, at 24:00 UTC (5pm Pacific time). There will not be a third round. Any edits from this second review will be applied as appropriate, and then the draft will be submitted for CD ballot.
