Could you please elaborate what there is a need for the "cr_" routines for 
the basic arithmetic operations in C++'s p3854 or is it to ensure

 	round to nearest with ties to even

with such operations in the potential presence of some other applicable
rounding direction mode at that point during program execution. Or is it 
all about enforcing it at compile time?

Are not these operations guaranteed to be correctly rounded anyway?

Also, are not "cr_" routines meant to always follow the applicable 
rounding direction mode rather than just one particular rounding mode?
