[cfp-interest 3821] Current Rounding Direction

There are 24 cases, not 16 as I thought, all in Section 7, to change

There is also the need to change the definition in Section 3 of

 	current rounding direction mode

to
 	applicable roundind direction mode

There is also, in 7.6.6.4#3 fe_dec_getround(), a need to change

 	current rounding direction -> current dynamic rounding direction

That then matches the wording used in 7.6.6.3#3 fegetround()

I will send the list in the next 2 weeks.
