Hi Damian,
That is correct. No “shall” in recommended practice. And WG14’s guidance is no “shall" in anything other than constraints as a general rule (exceptions always exist) going forward and even backwards (the UB study group is looking to remove these in other areas)!

In C2Y, we never use 'shall' in clauses which are Recommended Practice.
I assume that is an ISO rule.
