I was able to unstick the held messages by changing the configuration of
http://mailman.oakapple.net/mailman
to NOT redirect to
https://mailman.oakapple.net/mailman

It had been set up to redirect that way and worked fine for several years.

I thought that the problem might be a recent upgrade of Firefox to
version 149.0 that no longer likes the way mailman-2 handles https: POST.
But the only older Firefox version I had readily available (147) worked the same
way, so it's probably something I did to the Apache configuration.

Anyway, it's running now without redirect to https:    
Non-member postings will just be subject to the usual finite delay of when
I get notice that they need to be approved, and act upon it.
