[cfp-interest 3856] frexp and modf

I have reworked frexp() in 7.12.7.7 with a changed parameter x instead of 
value.

I have reworked modf() in 7.12.7.18 with changed parameters x instead of 
value and p although I note the flaw that the first decimal parameter is 
already x. The Description and hence the Returns is al;so flawed.

All fixed. Made minor changes to the text. The changes will be added to 
Annex F Special Cases.
