I don't think that this is correct. The use of "shall" needs
well-defined conditions.

Moreover, this is here not a requirement, just an observation
about something that is already defined[*]: this is just the
consequence of a possible overflow. I think that this should
just be a note.

[*] 7.12.1 says "a range error can occur if and only if the result
overflows or underflows".
