F.10.1 #10 says

Whether or when library functions not listed in Table F.2 raise the "inexact" floating-point exception is unspecified, unless stated otherwise.

The nan() functions are not in Table F.2, so could raise “inexact” if F.10.9.2 didn’t specify otherwise. 

It suffices to prohibit an “underflow” exception too, because with default exception handling that would cause an “inexact” exception.
