[cfp-interest 3595] [ N3500 ] Editorial Application to Annex H

Hi CFP,

     N3500 provides a tiny fix to eliminate a double-negative for providing
a floating point suffix in the language wording. Annex H contains identical
wording for floating point suffixes as well.

     I am going to editorially apply the same fix to Annex H to keep things
in-sync.
