[cfp-interest 3675] Annex F 10.1#4 and 10.1#6

On reading these, they seem out of place in F.10.1.

These clauses themselves refer back to either F.3#1 and F3#20 which refer 
to ISO 60559's mandated and recommended arithmetic operations+functions 
respectively.  Why not merge them in the first place to make the text in 
F.3 more complete?

Does anybody agree?
