The attached draft proposal fulfills an action from 11 June 2025.

At the meeting, we discussed my email cfp-interest 3518

which surveyed usage of "return type" and "return value" in C2Y draft
N3550. That email, in turn, explains how Damian's proposal N3537
<https://wiki.edg.com/pub/CFP/WebHome/n3537.pdf> regarding complex.h
triggered a closer look at the language discussed in this proposal.
