[cfp-interest 3499] C2Y - Preferred Style in Annex F - fromfp/fromfpx or nearbyint/rint

For two functionally identical routines except in how they handlke an 
"inexact" floating point routines, which of

 	F.10.7.3 nearbyint / F.10.7.4 rint

or
 	F.10.7.10 fromfp / F.10.7.11 fromfpx

is the preferred way to describe the pair.

The first pair has the detail in the first and the second has no detail, 
just cross referencing the first and noting the raising of the floating 
point exception.

The second pair describes the detail in both and never cross references.

Which is preferred?
