[cfp-interest 3381] Proposal for C2Y - Improved treatment of error conditions for functions that round result to narrow type

Greetings, please find attached an update to the proposal to improve
wording around the functions fadd, fsub, fmul, fdiv, and fma that round to
a narrower format. The standards editor objected to the oblique wording of
conditions. The version here is longer and, I hope, clearer.
The two changes are set in a larger face.
One nontrivial change is the mention of either infinite argument being
unsigned in fsub. The prior wording presumed that infinite values are
either all signed or all unsigned, but that is not required. This wording
removes any question about the matter.
Hope this helps.
