[Cfp-interest 3323] update to N3384 (complex operators)

Below is a draft update to the CFP proposal N3384 (complex operators). The update responds to recent suggestions from Jens Gustedt in WG14 email communications titled “N3384, complex operators”. The yellow highlighting, which shows change from N3384, would be removed before sending the update to WG14.
