Remember that as per the second part of 6.4.4.3p3

 	Either the whole-number part or the fraction part has to be
 	present; for decimal floating constants, either the period or the
 	exponent part has to be present.

The way one can read the replacement for 7.24.1.6p3, one may get the 
impression that both the decimal point and the exponent can be optional in 
the hexadecimal form which is incorrect. That said, 6.4.4.3 is quoted in 
this replacement text so the fact that both cannot be optional is covered. 
But it is not obvious in 7.24.1.6p3 that at least one must exist.

The language in my previous paragraph could be more precise.
