The relevant text is 

An implementation that defines __STDC_IEC_60559_BFP__ or __STDC_IEC_559__ shall implement floating types and arithmetic conforming to IEC 60559 as specified in Annex F. An implementation that defines __STDC_IEC_60559_COMPLEX__ or __STDC_IEC_559_COMPLEX__ shall implement complex types and arithmetic conforming to IEC 60559 as specified in Annex G.

The references are intended to be to annexes of C, not to annexes of IEC 60559. The intent could be clarified by qualifying the annex references with “of this document”:

An implementation that defines __STDC_IEC_60559_BFP__ or __STDC_IEC_559__ shall implement floating types and arithmetic conforming to IEC 60559 as specified in Annex F of this document. An implementation that defines __STDC_IEC_60559_COMPLEX__ or __STDC_IEC_559_COMPLEX__ shall implement complex types and arithmetic conforming to IEC 60559 as specified in Annex G of this document.
