I have had some emails with David Keaton about normative vs informative.
He wrote:

     ISO only talks about larger elements being normative, such as the title, scope, a conformance clause, or a normative annex.  From ISO's point of view, the entire text of a conformance clause is considered normative, with exceptions such as notes and footnotes.  The rest has to be interpreted with common sense.  If what's inside parentheses could be deleted without changing the meaning in a standard, it's probably an informative remark.  Even if it's normative, it might be possible to make an editorial tweak to it.
