[Cfp-interest 2964] Re: footnote to clarify WANT macro requirement for decimal types

The “shall” in the footnote is intended to be a restatement of a requirement made elsewhere in the document, not an additional requirement. However, it might help avoid confusion (and maybe a formal rule) if we change “shall be declared” to “are declared”.
