[Cfp-interest 2795] operations on long double when not an IEC 60559 format

F.2 allows long double to be a non-IEC 60559 extended format (as seen
on PowerPC, with the double-double format), and F.3 says "C operators,
functions, and function-like macros provide operations specified by
IEC 60559 as shown in the following table." However, IEC 60559 does
not specify anything for non-IEC 60559 formats. What is done for
such a format should be clarified (including the behavior with
directed rounding modes).
