Resend, with PDF instead of DOCX …

The following draft note is intended to address recent issues with floating constants. Please review it and email any comments by end of tomorrow (Feb 6). We might be able to get the draft ready for sending to WG14 just with email discussion. If not we will try to settle any remaining issues at a CFP meeting we’ve tentatively scheduled for this Wednesday (Feb 8).
