[Cfp-interest 2882] TS-4r and TS-5r updates

Below are updates to TS-4r and TS-5r with changes we agreed on at the Aug 30 CFP meeting (including the new examples) . 

Also, ...

1. Our examples for alternate exception handling in TS-5r use braces in for statements, so I added them in the scaled product example in TS-4r (as Chris suggested).

2. I changed the feature macro name from __STDC_IEC_60559_ATTRIB_REPRODUCIBILITY__ to __STDC_IEC_60559_ATTRIB_REPRODUCIBLE__.
