[Cfp-interest 2390] post-C23 update for TS 18661-4

Here is a first cut at a post-C23 update for TS 18661-4, to specify IEC 60559-support functions that are not planned for inclusion in C23, namely reduction functions and augmented arithmetic functions. We will discuss the draft at the CFP meeting this month.
