Would it help any to add to 7.22.1:
For freestanding implementations, neither errno or the FP exception flags
need be affected by any of the functions in this clause.  Also, locales need 
not have any affect on these functions.

The FP numeric conversion functions in <stdlib.h> are:
atof(), strfrom*(), strtodN(), besides strod/f/l().
So, maybe adding "some" so the last paragraph has:
"... may also use some features ..."

At very end: "when is"
