 	This uses

 		either PREPOSITION
 	and then
 		or PARTICIPLE

 	WHY not just the word "before" instead of PRECEDING. The word
 	'outside' is a preposition as is 'before'. The word 'preceding'
 	very obviously is not a preposition.
