It covers action items:
    Look into the proposed update to TS Part 4 counted page 13, line 30 to see if "+0" should be "positive zero" and whether we should specify the quantum exponent. 
    Proposed update to TS Part 4 scaled functions counted page 16, line 36: Change "of NaN" to "or NaN".
    Look into the proposed update to TS Part 4 counted page 21, line 20: Make the first word plural (specification*s*).

Regarding the first action item, +0 is used this way in other floating-point specification in C, and the last sentence of subclauses 6 in the draft says "The preferred quantum exponent for the reduction functions for decimal floating types is unspecified.” No change is needed.

The change in the second action item was made.

Regarding the third action item, the word “specification’ was removed as part of an editorial clarification.

This draft also includes some general clean up.
