There are 10 occurrences of “sign bit” in N2596:

6 in 6.2.6, about integers
1 in 6.7.2.1, pertaining to bit fields
1 in F.10.13.2, specifying setpayload
1 in F.10.13.3 specifying setpayloadsig
1 in the index

F.10.13.2 and F.10.13.3 specify a “zero sign bit” for a resulting NaN. I don’t see any such specification in IEEE 754. If it’s not there, we should consider removing it from C.
