"is a number" is used to describe the imaginary unit, in 7.3.1,
and CR_DECIMAL_DIG, in F.5

The only uses of the phrase as a qualifier are in 7.12.12.8 and F.10.9.5
describing the fmaximum_num and related functions:

"They determine the number if one argument is a number and the other is a NaN"

I think "return" would be a better word than "determine".

I found no other usages like the suggested "when x is a number" for hypot.
