Would it help if 5.2.4.2.2#3 were changed from:

  For each floating-point type, a /floating-point number (x)/ is
  defined by the following model:

to

  For each floating-point type, a /floating-point number (x)/ includes
  numbers defined by the following model:


That way, double-double (which does not fit the model) could still be
considered a floating-point number.
