I believe our existing time slot is 0800 PDT= 1500 UT in summer,
and 0800 PST = 1600 UT in winter.    It's fragile in spring and fall because
different countries switch on different dates.   In most of the US, 
September counts as summer.   

But be careful - Arizona doesn't switch, except the Navajo
nation does switch.   And there are other anomalies.    At least "standard"
time is more standard than what it was before the railroads.
