[Cfp-interest 1996] attachment guard rails off cfp-interest

I have completely disabled content filtering on cfp-interest.   
That means that any kind
of spam or virus attachment can get through unhindered, 
as long as it's sent by one of us.    
So at least make your spam and viruses interesting.
Be wary of attachments from anybody you don't remember knowing.

If Fred attaches html in the usual way, it will now go through as an 
attachment for everybody else's benefit 
instead of being translated to plain text for my benefit.     

If, reading on gmail, I click on the attachment directly, 
I don't get the color coding Fred uses to mark additions/deletions.    
However, if I click on the download button on the attachment,
I get the dialog box that asks me how to open the attachment, and if I
use Firefox, the color coding comes out as Fred intended.

Other mail readers might well work differently.    For instance my favorite
of 37 years, /usr/ucb/mail, only understands plain text and
doesn't know or care about mime types at all.
