Another solution is to say that division by 0 is undefined,
and thus that (q,r) can be any value.

If q were floating point then it might be obvious that since x mod 0
is invalid, q and r should be NaN.    Maybe if q's format doesn't support
NaN, then q should be zero for definiteness and to aid test vector
programs.
