There are CDC 6600's, VAXen, and DEC-10's that can still be booted up
in museums.     At the time C was invented, it was intended to be 
portable to all of them.    Whether there are any non-IEEE systems for
which C programs are still being updated and recompiled - you might be
right that it's only Z system hex.    Perhaps "non-IEEE" includes some
of the AI/ML systems that have non-IEEE formats as well as IEEE.

And we should add double-double, especially on Power, as a non-IEEE format
in use.
