[Cfp-interest 1791] TS3 annex update - post WG14 meeting

At the WG14 meeting this month, Joseph Myers noted the need for the following changes to the TS3 annex:

> N2579 (updated version of N2561) (a) SNAN macros update for move to
> float.h; (b) remove the fmaxmag / fminmag function families and replace
> with f{maximum,minimum}{,_mag}{,_num} families as now in C2X; (c) apply
> all the intmax_t changes from N2548 to the prototypes of corresponding 
> functions in this Annex.

and 

> SNAN macros: I think the wording now in C2X about "If an optional unary + 
> or - operator followed by a signaling NaN macro is used as the 
> initializer" (not just if the macro itself is used as an initializer) 
> should be used for the new macros. ...
