[Cfp-interest 1575] update to papers about revised FP standard for C2X

Below are updates to the CFP papers about basing C2X on IEEE 754-2019, which is now also IEC 60559:2020. The main changes are to refer mostly to the international version of floating-point standard. We will review the papers at the CFP meeting next Wednesday (May 20).
