Yes, just got a note today where the entire meeting is moving Virtual now, 
with in person tentatively planed for August.

Has there been discussion of cancelling the meeting, or having it as a 
phone conference only?

IBM has just put travel restrictions in place due to the Coronavirus and 
hence I will now not be able to attend the WG14 Spring 2020 meeting in 
person. I will still try to call in provided we have teleconference 
capabilities.
I don't think any other member of CFP is going to be present in person 
either, so our papers may not get the best representation.
