[Cfp-interest 1627] totalorder and _WANT_ macros

In looking at WG14 N2478, printed page 415 (section B.11), there are mentions of
__STDC_WANT_IEC_60559_BFP_EXT__ for binary functions
and
__STDC_WANT_IEC_60559_DFP_EXT__ for decimal functions.
for the totalorder* functions.

Yet, printed page 458 (section F.10.12.1), only lists 
__STDC_WANT_IEC_60559_BFP_EXT__ 

Seems like a mismatch.
