The TS specifies all the identifiers it introduces as conditional on a WANT macro. When parts 1, 2, and 4a were added to draft C2X, WG 14 made the identifiers in those parts unconditional. The identifiers in part 3 are expected to remain conditional if part 3 is added as an annex.
