[Cfp-interest 1335] draft of Computer article on revision of IEEE 754

The IEEE Standards Board has approved a revision that will probably
be called 754-2019.

This is a draft of a short article about 754-2019.

It's still subject to revision according to comments I receive.

However it's probably over word count now, and so it shouldn't get
much longer.     It's a short article for the general IEEE readership, rather
than a scholarly survey or research paper.    It will be edited by IEEE
staff prior to publication.
